Job description

As Programme & Grants Officer, you will support the operational follow-up of multi-country programmes and institutional grants, with a focus on the DGD portfolio.

Working with country teams and the Health Action & Global Impact (HAGI) circle, you will contribute to quality programme implementation, effective grant management, timely reporting and donor compliance, while keeping a strong understanding of country-level realities.

Reporting to the Head of HAGI, you will act as a key link between country teams, headquarters and institutional donors.

Your role and responsibilities

1. DGD Programme & Grant Management

Coordinate the operational follow-up of Damien Foundation’s DGD multi-country and multi-annual programme, including planning, monitoring and reporting.
Ensure compliance with DGD requirements, procedures, deadlines and contractual obligations.
Coordinate technical, financial and narrative reporting and act as a key operational contact for the DGD portfolio.
Identify implementation and compliance risks and support appropriate corrective actions.
Consolidate portfolio-level results and information to support management decisions and donor relations.

2. Country Portfolio & Programme Support

Work closely with country teams on programme planning, budgeting, implementation and reporting.
Help align programme implementation with country realities, donor requirements and organisational priorities.
Provide practical support to address operational, compliance and capacity challenges.
Consolidate key programme information, action plans and budgets to support portfolio management.
Conduct field visits when needed to strengthen understanding of implementation realities and provide contextualised support.

3. Programme Quality, Compliance & Reporting

Promote consistent programme management practices, tools and processes across DGD-funded countries.
Monitor programme quality, reporting and compliance, and support teams in addressing identified gaps.
Contribute to improving monitoring, reporting and grant management systems and processes.
Ensure rigorous documentation and promote learning and continuous improvement across the portfolio.

4. Institutional Fundraising & Proposal Development

Support the Institutional Fundraising Lead with designated institutional donors and the implementation of the fundraising strategy.
Contribute to the development of proposals for DGD and other institutional donors.
Provide operational and contextual input to ensure proposals are feasible, evidence-based and aligned with country realities.
Coordinate technical, financial and programme inputs for donor submissions.

5. Communication & Cross-functional Coordination

Facilitate effective communication and information sharing between country teams, HAGI and other internal stakeholders.
Support the application of organisational policies, procedures and guidance at country level.
Share good practices and lessons learned across countries and teams.
Collaborate closely with programme, medical, finance, fundraising and coordination colleagues.
Build constructive working relationships in complex and resource-constrained environments.

Description of the profile

Your profile

• Master’s degree in public health, health project management, international development, economics, social sciences or a related field.
• At least 7 years of relevant experience in grant management, programme coordination or international development, including 2 years of in-country implementation experience in a low- or middle-income country.
• Experience supporting programme and grant management in a multi-country or international environment.
• Strong knowledge of grant and project cycle management, including financial and narrative reporting, compliance and audit requirements.
• Good knowledge of Belgian development cooperation, ideally with experience working with DGD and/or other Belgian or European institutional donors.
• Experience with logical frameworks, multi-annual programmes and institutional donor reporting is an asset.
• Fluent in French and English; Dutch and/or Spanish is an asset.
• Highly organised, rigorous and able to manage multiple priorities and deadlines.
• Strong analytical, coordination and stakeholder management skills.
• Autonomous, solution-oriented and attentive to both compliance requirements and programme realities.
• Excellent interpersonal and intercultural communication skills, with the ability to work effectively in complex, multicultural and decentralized environments.
